OpenMP to Tapir

OpenMP to Tapir is an intermediate representation (IR) that consists of parallel constructs, developed at MIT CSAIL. The translation developed is applicable to any LLVM-based compiler toolchain. Emu Technologies has such a toolchain and will be one of the immediate consumers of this IR.
